The constitution of the United States can be dated back to 1788, which is before the French revolution and the constitution that came after the capturing by the French of the Bastille. This belongs to civilization. And the constitution that, among other things, belongs to civilization may be inherited. If the 13th, 14th and15th amendments did belong to the era of Reconstruction, the 22nd amendment testifies to the imperious need to define in terms of limitations what the executive can and what it cannot. Faithfulness to a set of principles makes the US constitution a source of inspiration for all the peoples who are looking for something honest, something constructive that gives the certainty that development is possible if the institutions are solidly sustained by values honestly appealing to individual as well as group interests.<\/span><br \/>\n<span style=\"font-size: 10pt;\">Keywords: Constitution, Amendments, General interest, Faithfulness to principles, Deconstruction<\/span><br \/>\n<span style=\"text-decoration: underline;\"><strong><span style=\"font-size: 10pt;\">R\u00e9sum\u00e9<\/span><\/strong><\/span><br \/>\n<span style=\"font-size: 10pt;\">Dans quelle mesure une constitution peut-elle \u00eatre un outil de<\/span><br \/>\n<span style=\"font-size: 10pt;\">d\u00e9veloppement dans un environnement consid\u00e9r\u00e9 comme faisant partie des plus pauvres au monde ? La Constitution des Etats-Unis date de 1788, c&rsquo;est-\u00e0-dire d\u2019avant la R\u00e9volution Fran\u00e7aise. C\u2019est un \u00e9l\u00e9ment de civilisation. Et donc en tant qu\u2019\u00e9l\u00e9ment de civilisation, la Constitution est transmissible. Autant les amendements 13, 14, et 15 sont li\u00e9s \u00e0 la p\u00e9riode historique g\u00e9n\u00e9ralement appel\u00e9e Reconstruction, autant le 22e amendement, aux Etats-Unis, t\u00e9moigne de l\u2019imp\u00e9rieuse n\u00e9cessit\u00e9 ressentie en ce temps-l\u00e0 de red\u00e9finir en termes de limites les pr\u00e9rogatives du pouvoir ex\u00e9cutif.
